IMB Center - Association of Legal Entities
"International Center for Development of Oil and Gas Machine Building"
Association of Legal Entitites "International Center for Development of Oil and Gas Machine Building" (further - IMB Center or Association) was created as per initiative of the Government of RoK, Operators of largest oil and gas fields in Kazakhstan (Tengizchevroil LLP, Karachaganak Petroleum Operating B.V. and North Caspian Operating Company N.V.), which are the sole members of the Association
The purpose of the Association is to promote the manufacturing of oil and gas goods in Kazakhstan and develop local content in the procurement of goods by major Operators.
To promote the development of the production of oil and gas goods in Kazakhstan, linking major Operators with Republic of Kazakhstan's machine building sector through our analyses, qualification, capacity development and investment facilitation initiatives.
A recognized organization that serves as a link between major Operators and competitive, export-oriented, sustainably developing oil and gas machine building industry of the Republic of Kazakhstan and contributes to the continuous development of the sector.

Agreement on Intent for establishment of International Center for Development of Oil and Gas Machine Building.
IMB Center with support of the Ministry of Industry and Infrastructural Development of the RoK, Ministry of Energy of the RoK, major oil and gas Operators Tengizchevroil LLP, North Caspian Operating Company N.V. and Karachaganak Petroleum Operating B.V. has conducted the first Forum in Astana, dedicated to the development of oil and gas machine building in Kazakhstan.
The event was attended by representatives of foreign and local machine building enterprises, associations, development institutes and oil and gas companies.
IMB Center held the second Forum dedicated to the development of oil and gas machine building in the Republic of Kazakhstan. The Forum became a venue for informing stakeholders about the current activities of the Center, the Forum participants received answers to their questions and exchanged opinions.
In the official part of the Forum, the Deputy Prime Minister of the Republic of Kazakhstan A. Kulginov, Vice Minister of Energy A. Khasenov, Vice Minister of Industry and Infrastructural Development I. Sharhan and Chairman of the Board of the Association of Kazakhstan Machinery Industry gave welcoming speeches.
In the framework of joint work of the Ministry of Energy of the Republic of Kazakhstan and major oil and gas Operators to develop in-country value, contracts with Kazakh companies have been signed
IMB Center participated in the presentation of the American Petroleum Institute (API) certificates to Ust-Kamenogorsk industrial fittings plant (UZPA)
IMB Center conducted Seminar in Atyrau on localization opportunities for commodity group A on major projects Tengiz, Kashagan and Karachaganak
Kalamkas-Khazar Operating together with IMB Center held the Forum “Opportunities for local manufacturers on the project Kalamkas-sea and Khazar”
IMB Center spoke at the meeting of the Majilis of the Parliament on local content development in large oil and gas projects

Management
- D. Abishev studied at the Kazakhstan Institute of Management, Economics and Forecasting, specializing in Public Administration.
- He holds a Master’s degree in Engineering and Technology in the field of Oil and Gas from the Kazakh-British Technical University, a dual Master’s degree in International Business from Manchester Metropolitan University and Cesar University (Switzerland), is a recipient of the "Bolashak" program scholarship.
- From 2010-2013 he worked as an expert, chief expert, head of department in the Ministry of National Economy of the Republic of Kazakhstan.
- From 2013-2015 he worked as Chief Expert of the Industrial and Innovative Development Department of the Office of the Prime Minister of the Republic of Kazakhstan.
- From 2015 to 2020, he served as Director of the Procurement Methodology and Local Content Development Department at PSA LLP (the Authority for the Kashagan, Karachaganak, and Dunga projects).
- From 2021 to 2024, he worked as Deputy General Director of the International Center for Development of Oil and Gas Machine Building, IMB Center.
- In November 2024, he was appointed General Director of the International Center for Development of Oil and Gas Machine Building, IMB Center.
- He has been awarded the Medals "Eren Enbegi Ushin" and “Munay-gaz keshenin damytuga qosqan ulesy ushyn” and the Honorary Certificate from the Minister of Energy of the Republic of Kazakhstan, and letters of appreciation from the Akim of the West Kazakhstan Region and the Chairman of the Board of KAZENERGY.
