Association об Legal Entities "International Center for Development of Oil and Gas Machine Building" (further - IMBC) was created as per initiative of the Government of RoK, Operators of largest oil and gas fields in Kazakhstan (Tengizchevroil LLP, Karachaganak Petroleum Operating B.V. and North Caspian Operating Company N.V.).


The purpose of the Association is to promote the manufacturing of oil and gas goods in Kazakhstan and develop local content in the procurement of goods by major Operators.

Mission

To promote the development of the production of oil and gas goods in Kazakhstan, linking major Operators with Republic of Kazakhstan's machine building sector through our analyses, qualification, capacity development and investment facilitation initiatives.

Vision

A recognized organization that serves as a link between major Operators and competitive, export-oriented, sustainably developing oil and gas machine building industry of the Republic of Kazakhstan and contributes to the continuous development of the sector.

Results of the analysis IMBC Recommendations

Operators are presented with a report containing the results of data analysis of the consolidated demands and local market study of manufacturers under Commodity Group A. Initial recommendations on priority goods and their localization is provided.   

IMBC Forum Discussion of issues related to the development of oil and gas machine building in the RoK

IMBC with support of the Ministry of Industry and Infrastructural Development of the RoK, Ministry of Energy of the RoK, major oil and gas Operators Tengizchevroil LLP, North Caspian Operating Company N.V. and Karachaganak Petroleum Operating B.V. has conducted the first Forum in Astana, dedicated to the development of oil and gas machine building in Kazakhstan.   
The event was attended by representatives of foreign and local machine building enterprises, associations, development institutes and oil and gas companies.

  • Summarization of technical specifications of goods with relatively high demands in the Commodity Group A, gap analyses of manufacturers and preparation of capacity development plans.
  • Obtaining and processing Operators' demands data for Linepipe & piping, Pumps & seals, HVAC, Process Filters (Commodity Group B).
  • Visits to production sites of manufacturers under Commodity Group B.
  • Work with local manufacturers, potential investors and OEMs.

Advocacy issues Identifying barriers in the development of local manufacturing
December 2022

Obtaining approvals on issues contributing to the development of the oil and gas machine building industry of the RoK.

  • Sale of goods at zero VAT rate: Received official confirmation on the applicability of the tax code norms in terms of the possibility of contracting local manufacturers with TCO, NCOC and Dunga at zero VAT rate.
  • Reimbursement of expenses for international certifications: Joint work and principle agreement between MIID RoK and QazIndustry to increase the budget and threshold for reimbursement of expenses for international certification.

IMBC Forum On the results of IMBC activities and upcoming plans
April 2023

IMBC held the second Forum dedicated to the development of oil and gas machine building in the Republic of Kazakhstan. The Forum became a venue for informing stakeholders about the current activities of the Center, the Forum participants received answers to their questions and exchanged opinions.

In the official part of the Forum, the Deputy Prime Minister of the Republic of Kazakhstan A. Kulginov, Vice Minister of Energy A. Khasenov, Vice Minister of Industry and Infrastructural Development I. Sharhan and Chairman of the Board of the Association of Kazakhstan Machinery Industry gave welcoming speeches.

Results under Commodity Groups A and B Ongoing IMBC activities

  • 7 Capacity Development Plans and recommendations for local manufacturers, prepared and agreed with them for further implementation.
  • 19 MoUs with potential investors and OEMs that expressed interest in localizing their production in the RoK.
  • 14 Localization Cases were developed with potential investors and OEMs and were submitted to Operators for consideration.
  • Defining and obtaining data on Commodity Group C (Material & Product Handling Equipment, Heat Exchangers/Heat Transfer Equipment, Safety & Fire Fighting Equipment, Chemicals/Oils/Paints, Insulation and Refractory Materials).

Biography
  • D. Abishev studied at the Kazakhstan Institute of Management, Economics and Forecasting, specializing in Public Administration.
  • He holds a Master’s degree in Engineering and Technology in the field of Oil and Gas from the Kazakh-British Technical University, a dual Master’s degree in International Business from Manchester Metropolitan University and Cesar University (Switzerland), is a recipient of the "Bolashak" program scholarship.
  • From 2010-2013 he worked as an expert, chief expert, head of department in the Ministry of National Economy of the Republic of Kazakhstan.
  • From 2013-2015 he worked as Chief Expert of the Industrial and Innovative Development Department of the Office of the Prime Minister of the Republic of Kazakhstan.
  • From 2015 to 2020, he served as Director of the Procurement Methodology and Local Content Development Department at PSA LLP (the Authority for the Kashagan, Karachaganak, and Dunga projects).
  • From 2021 to 2024, he worked as Deputy General Director of the International Center for Development of Oil and Gas Machine Building, IMBC.
  • In November 2024, he was appointed General Director of the International Center for Development of Oil and Gas Machine Building, IMBC.
  • He has been awarded the Medals "Eren Enbegi Ushin" and “Munay-gaz keshenin damytuga qosqan ulesy ushyn” and the Honorary Certificate from the Minister of Energy of the Republic of Kazakhstan, and letters of appreciation from the Akim of the West Kazakhstan Region and the Chairman of the Board of KAZENERGY.

Biography
  • Ibrahim Amankulov holds a bachelor’s degree in International Business Administration from Hanze University Groningen (Netherlands) and a Master of Science in Energy, Environmental Technology & Economics from City, University of London, which he graduated with distinction.
  • He began his professional career with Keppel Verolme B.V., Netherlands and in 2015 at Ernst & Young, where he worked as an Auditor.
  • From 2016 to 2021, he worked at Karachaganak Petroleum Operating B.V., holding positions in the local content department. His responsibilities included local content strategy development, support of major capital projects, and leading one of the portfolios of Digitalization projects under the company’s digitalization roadmap.
  • Since 2021, he has been working with the IMBC, where from 2021 to 2025, he served as Technical Manager, leading the analysis of demands, engagements with investors and OEMs, as well as localization and technology transfer initiatives.
  • In October 2025, he was appointed Deputy General Director of IMBC, overseeing local manufacturer engagements as well as with investors and OEMs, strategic development and expansion initiatives.
  • He is a certified Project Management Professional (PMP®). Was awarded a Certificate of Honor by the Minister of Energy of the Republic of Kazakhstan.
