IMBC Presented Initiatives for the Development of Oil and Gas Engineering at the «ӘDILET» Party Business Council Meeting with the Oil and Gas Industry
During a meeting of the «ӘDILET» Party Business Council attended by representatives of Kazakhstan's oil and gas industry, participants discussed key issues related to the further development of the sector, enhancing the competitiveness of domestic manufacturers, and strengthening the country's technological independence.


As the oil and gas industry remains one of the main drivers of Kazakhstan's economy, reducing dependence on imported equipment and technologies has become a strategic priority. Developing domestic manufacturing that meets international standards will enhance technological sovereignty, strengthen economic resilience, and significantly expand the export potential of Kazakhstani producers.
Dastan Abishev, General Director of IMBC, presented a set of initiatives aimed at advancing Kazakhstan's oil and gas engineering sector, improving state support mechanisms, and creating favorable conditions for expanding the production of internationally certified industrial products.

First, IMBC proposes strengthening government support for the production of high-quality steel grades that comply with ASTM standards. Establishing a domestic raw material base will help reduce production costs and decrease reliance on imports. An analysis of current import volumes is already underway, with the next stage involving cooperation with Qarmet and KSP Steel.
Second, IMBC proposes introducing a mandatory requirement that, beginning in 2030, all newly constructed industrial facilities use materials, equipment, and products certified to international standards, including those procured through public procurement. Furthermore, products manufactured by these facilities should also comply with international standards and obtain the appropriate international certifications.
Third, one of the key priorities is the establishment of internationally accredited testing laboratories in Kazakhstan. At present, domestic manufacturers are required to conduct product testing abroad, resulting in substantial financial costs and lengthy certification timelines. Developing a modern national testing infrastructure will significantly reduce business costs, accelerate international certification procedures, and position Kazakhstan as a Central Asian hub for testing laboratories and certification centers specializing in oil and gas equipment.
It is worth noting that tangible progress has already been achieved through IMBC's initiatives and the support of government authorities. In particular, the reimbursement available to domestic enterprises for obtaining international certifications has been increased from USD 26,000 to USD 132,000. Further enhancement of state reimbursement mechanisms for certification expenses will accelerate the entry of Kazakhstani manufacturers into international markets, improve the global competitiveness of domestic products, and support the sustainable development of the country's oil and gas engineering industry.
The consolidation of efforts by government institutions, industry stakeholders, and domestic manufacturers will create favorable conditions for industrial development, facilitate the adoption of advanced technologies, and elevate Kazakhstan's oil and gas engineering sector to a new level of competitiveness.
