IMBC held a session “Oil and Gas Machine Building” within the XIII Forum of Kazakhstan Machinery Manufacturers

As part of the XIII Forum of Kazakhstan Machinery Manufacturers, a series of panel sessions and sectional meetings were held, covering key areas of industry development.

 

The central event of the forum was the plenary session attended by the Prime Minister of the Republic of Kazakhstan, Olzhas Bektenov, during which the priorities of the state policy in industrial development were discussed.

 

The Prime Minister also visited the exhibition of domestic manufacturers, where achievements of Kazakhstan enterprises and promising projects in mechanical engineering were presented.

 

On April 3, 2026, on the sidelines of the XIII Forum of Kazakhstan Machinery Manufacturers, the International Center for the Development of Oil and Gas Machine Building (IMBC) held a session dedicated to oil and gas machine building.

 

The session was attended by representatives of government agencies, PSA LLC, major Operators, petrochemical projects, domestic manufacturers, and potential investors.

 

In the framework of the sectional meeting, participants discussed the development of in-country value in major oil and gas and petrochemical projects of the Republic of Kazakhstan, as well as government support measures.

 

A representative of the Ministry of Energy of the Republic of Kazakhstan delivered a welcoming speech, emphasizing the state's significant contribution to the development of oil and gas machine building and increasing in-country value in major industry projects.

 

A representative of the Ministry of Industry and Construction of the Republic of Kazakhstan briefed participants on the ongoing work related to the Register of Kazakhstan Manufacturers and government support measures.

 

Dastan Abishev, General Director of IMBC, presented the current status of the International Center’s activities and outlined key areas related to the development of in-country value and support for domestic manufacturers.

 

He noted that IMBC conducts a comprehensive assessment of the market and the potential of local enterprises, with particular attention to compliance with international standards. The work is aimed at strengthening and expanding local production capabilities. In particular, Dastan Abishev stated: “IMBC has analyzed more than 115,000 product items of Operators. Over 110 high-demand product categories have been identified, defining priority areas for development. We have also conducted an in-depth analysis of the domestic market, including site visits to more than 270 Kazakhstan enterprises to identify companies with the potential to meet Operators’ requirements.”

 

Representatives of major oil and gas projects (KPO, NCOC, and TCO) highlighted key aspects of developing in-country value in procurement and emphasized the strategic importance of expanding the participation of domestic manufacturers in supply chains. During the presentations, information was provided on initiatives aimed at increasing local content and creating conditions for sustainable industrial growth.

 

KPO presented a new long-term concept for the development of in-country value, with a key element being an increase in the conditional discount for domestic manufacturers from 10% to 20%. As part of systemic support for localization, the company revised tender procedures, introducing long-term contracting mechanisms (up to 10 years) and simplified access to the procurement of high-tech equipment.

 

NCOC demonstrates steady growth in local content; payments for local goods, works, and services for 2025 amounted to $606 million, which is $97 million more than in 2020.

 

TCO continues to systematically increase the share of Kazakhstan content, which, based on the results of 2025, reached 71%. The company demonstrated a steady overfulfillment of the targets agreed with the Ministry of Energy across all categories, in particular, in the procurement of goods — 15%.

 

 

Batyrzhan Tergeusizov, Deputy Chairman of the Management Board of JSC NC "QazaqGaz", presented information on the development of local content within the implementation of the national company's investment projects.

 

QazaqGaz demonstrates high indicators for the development of in-country value, maintaining the share of local participation at 93-95% in recent years. In 2025, the volume of procurement from domestic manufacturers amounted to 26.15 billion tenge, and the amount of concluded contracts reached 4.45 billion tenge.

 

During the event, Diaz Diyanov, Chairman of the Management Board of KMG PetroChem LLP, spoke about the company's current initiatives in localizing production in the petrochemical industry.

 

In particular, Diaz Diyanov noted that within the signed EPC contracts, obligations on in-country value are already fixed at no less than 30%.

 

In turn, a representative of Silleno LLP shared practical aspects of implementing solutions on localization in petrochemical production.

 

At a total amount of capital investments of $7.4 billion, the project already demonstrates progress: the pyrolysis unit is 42.4% complete, and 23 domestic companies have been involved in the development of Kazakhstan content, with which contracts totaling more than $750 million have been concluded.

 

 

At the end of the event, participants used the session as a dialogue platform to discuss current issues with operators.
