In order to further develop the domestic value and support domestic manufacturers in large oil and gas projects, the Ministry of Energy together with the Authorized bodiy in the production sharing Agreements for the North Caspian and Karachaganak projects is working to increase the share of the domestic value of goods, works and services in their projects in regulated purchases by Operators.

A significant step towards involving Kazakhstani manufacturers of goods in the regulated procurement of the Kashagan project was the amendments and additions to the Tender Procedures of the North Caspian Production Sharing Agreement, which entered into force on January 1, 2025, which provide for the possibility of purchasing goods from a single local manufacturer in accordance with the Operator's needs, holding a tender among local manufacturers, and increasing the conditional discount local producers and the conclusion of contracts in exchange for investments/long-term contracts.
