Reimbursement threshold for manufacturers’ international certification costs has been increased

Thanks to the continued joint efforts of IMBC with the Ministry of Industry and Construction of the Republic of Kazakhstan and the Ministry of Energy of the Republic of Kazakhstan, the reimbursement threshold for domestic manufacturers’ international certification expenses has been increased from 3,000 MCI to 15,000 MCI, with a total budget exceeding 2 billion tenge.

 

Earlier, based on the analysis conducted by IMBC of the domestic oil and gas engineering goods market, a systemic barrier was identified that prevented local manufacturers from participating in the procurement of major international oil and gas projects in Kazakhstan.

 

As part of its advocacy work to support domestic oil and gas equipment producers, IMBC submitted proposals to the Ministry of Industry and Construction of the Republic of Kazakhstan to increase the reimbursement threshold for certification costs.

 

As a result of this work, Order No. 448 dated October 23, 2025, “On amendments to the Order of the Acting Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated June 15, 2022, No. 342 ‘On approval of the Rules for providing state incentive measures to promote domestic processed goods, works and services to the domestic market’” was adopted.

 

Implementation of these amendments will allow domestic manufacturers to reimburse expenses up to 60 million tenge, reducing the financial burden and risks associated with obtaining international certification.

 

The presence of international certificates will enable manufacturers not only to participate in procurement for major Kazakh oil and gas projects but also to strengthen their export potential, which will ultimately help reduce the level of imports of oil and gas goods.

 

The operator of this state support measure is JSC “Kazakhstan Center for Industry and Export QazIndustry.” Interested domestic manufacturers may apply to QazIndustry for participation.
